Is cash savings bad for the U.S or good?

In the economy with financial discipline, the central bank will do it more properly. It is a routine to print new money to replace the older one. But it will print more new money if the government issue bonds and sell them to the central bank. It will go to finance the budget deficit instead.And the deficit is supposed to go down when the economy has picked up.
